PAT testing is often described as a legal requirement, but that is not quite accurate. UK law requires electrical equipment to be maintained so that it does not create danger. The law does not say that every appliance must receive a PAT test every year.

What does the law actually require?

The Electricity at Work Regulations 1989 require electrical equipment that could cause injury to be maintained in a safe condition. The regulations do not prescribe one specific testing method or interval for all portable equipment.

That means businesses should use a sensible maintenance system based on risk. This can include user checks, formal visual inspection and electrical testing where appropriate.

Why is PAT testing still useful?

PAT testing can be an effective part of a wider electrical maintenance programme because some faults cannot be identified by visual inspection alone. Testing can also create a useful record of equipment condition and help identify recurring problems.

HSE notes that records and labels are not automatically required by law, but they can be useful management tools for demonstrating that a maintenance system exists.

Does every appliance need testing?

No. The level of inspection and testing should reflect the equipment and its environment. A desktop computer in a low-risk office is different from a portable tool used in a harsh or frequently changing environment.

Who is responsible?

The responsible organisation needs to make sure electrical equipment is maintained safely. In practice this may involve employers, landlords, facilities teams, property managers or other duty holders depending on who controls the equipment and premises.
