PAT testing and an electrical installation condition inspection are often mentioned together, but they look at different parts of electrical safety.

What does PAT testing cover?

PAT testing is commonly used to describe the inspection and, where appropriate, electrical testing of portable, movable or transportable electrical equipment. This can include office appliances, extension leads, portable tools, cleaning equipment and other items connected to the electrical supply.

What does fixed-installation inspection cover?

The fixed electrical installation includes systems such as distribution boards, fixed wiring, circuits, sockets, switches and permanently wired equipment. HSE says fixed wiring should be inspected and tested often enough to minimise the risk of deterioration leading to danger.

Is an EICR the same as PAT testing?

No. An Electrical Installation Condition Report is associated with assessing the condition of a fixed electrical installation. PAT testing does not replace inspection of the fixed wiring, and fixed-installation testing does not automatically assess every portable appliance connected to it.

Who should inspect fixed installations?

HSE says fixed-installation inspection and testing should normally be carried out by a competent person, usually an electrician.

Do workplaces need both?

Many workplaces need arrangements for both fixed electrical systems and portable equipment because both can deteriorate or become damaged. The appropriate maintenance regime depends on the premises, equipment and risks.

What about care homes?

HSE care-home guidance is a useful example of the distinction. It separately discusses the fixed electrical installation and portable electrical equipment, with different maintenance considerations for each.

Is there a fixed legal interval for every workplace?

HSE says electrical installations should be tested often enough that there is little chance deterioration will lead to danger. The law does not prescribe one universal inspection interval for every workplace. Standards such as BS 7671 provide recognised guidance on inspection and testing of installations.
