Landlords and managing agents often ask whether PAT testing is legally required for every appliance they supply. The most useful way to approach the issue is to focus on the underlying duty: electrical equipment that is provided for use should be maintained in a safe condition.

Is annual PAT testing compulsory for landlords?

There is no blanket rule that every landlord-supplied appliance must receive a PAT test every 12 months. HSE guidance makes clear that the appropriate maintenance regime should be based on risk, taking account of the equipment, how it is used, the environment and previous inspection results.

Which appliances may need attention?

Common landlord-supplied items can include kettles, microwaves, washing machines, lamps, televisions and other portable or movable equipment. Extension leads and detachable power leads may also need to be considered because they can suffer wear or damage.

What should a sensible maintenance programme include?

  • Checks for visible cable, plug and casing damage
  • Formal visual inspection at suitable intervals
  • Electrical testing where the equipment and risk justify it
  • Removal of damaged or failed items from use
  • Clear records where they help manage a portfolio

What about HMOs and larger property portfolios?

Where many properties or supplied appliances are involved, a structured testing programme can make the process easier to manage. Properties can be grouped geographically and records kept by address, helping landlords and agents track what has been checked and what needs attention.

Are labels and test records mandatory?

HSE says there is no specific legal requirement to label equipment that has been inspected or tested, and no general legal requirement to keep PAT records. However, records and labels can be useful management tools for monitoring the effectiveness of a maintenance programme.
