Portable appliance testing is sometimes treated as if it is only about connecting equipment to a test instrument. HSE guidance makes clear that visual examination is an essential part of the process.

What is a user check?

A user check is a simple look at the equipment before or during use. Staff can be encouraged to notice obvious signs of damage such as a split cable, cracked plug or damaged casing and report it promptly.

What is a formal visual inspection?

A formal visual inspection is more structured. It may include checking the plug, cable, cable entry, equipment casing, signs of overheating and whether the equipment is suitable for its environment.

What is combined inspection and testing?

Combined inspection and testing adds electrical measurements using suitable test equipment. It requires a higher level of competence because the tester must know how to use the instrument correctly and interpret the results where necessary.

Why visual inspection cannot be skipped

Some defects cannot be detected by electrical testing alone. A tester may identify physical damage, poor cable restraint or environmental issues that are obvious visually but do not necessarily produce an immediate failed electrical measurement.

Why electrical testing still matters

Other faults may not be visible. Depending on the equipment, electrical tests can help confirm protective earth continuity, insulation condition or other relevant safety characteristics.

How often should each be done?

The interval should reflect risk. HSE guidance allows user checks, formal visual inspection and combined inspection/testing to be used at different frequencies depending on equipment type and environment.

Read our guide to how often PAT testing should be carried out.
