Not every electrical appliance needs the same type or frequency of inspection and testing. A good maintenance programme looks at the equipment, how it is used, where it is used and how likely it is to become damaged.

What types of equipment are commonly included?

Portable appliance testing programmes often include equipment such as:

  • Computers, monitors and office equipment
  • Kettles, microwaves and kitchen appliances
  • Extension leads and portable power equipment
  • Cleaning equipment
  • Portable tools and workshop equipment
  • Chargers and power supplies
  • Portable heaters, fans and lamps
  • Equipment supplied in rental or accommodation settings

Does everything with a plug need a PAT test?

No. A plug does not automatically mean an appliance must receive formal electrical testing on a fixed annual basis. Some equipment may only require user checks and formal visual inspection at suitable intervals, while other equipment may justify combined inspection and testing.

What makes equipment higher risk?

Equipment may deserve closer attention if it is:

  • Moved frequently
  • Used by many different people
  • Exposed to dust, water or impact
  • Used outdoors or on temporary sites
  • Subject to repeated cable or plug damage
  • Showing a history of faults

For example, construction site equipment may need a different maintenance approach from equipment in a low-risk office.

What about new equipment?

HSE guidance says new equipment should be supplied in a safe condition and does not automatically require formal portable appliance testing before first use. A visual check is still sensible to confirm there is no obvious damage.

What about landlord-supplied appliances?

Where landlords or managing agents supply appliances, those items should be maintained safely. A documented inspection and testing programme can be a useful way of managing appliance condition across rental properties. See our PAT testing for landlords page.

Official guidance

HSE’s portable appliance testing FAQ explains that inspection and testing should be proportionate to the equipment and risk.
