Construction sites are very different from low-risk office environments. Portable tools, extension leads and electrical equipment may be moved constantly and exposed to water, dust, impact and rough handling.

What does HSE say about portable tools on construction sites?
HSE says all portable tools used on site should be maintained so that they are safe. The frequency of inspection and testing should be proportionate to the risks identified on the site.
Why are construction tools higher risk?
Common risk factors include:
- Frequent movement and handling
- Mechanical damage
- Dust and contamination
- Wet or damp conditions
- Temporary power arrangements
- Damage to leads, plugs and connectors
What about 110 V equipment?
HSE notes that construction risks can often be reduced by using battery-powered equipment or reduced low-voltage 110 V AC equipment where appropriate. This does not remove the need for equipment to be maintained safely.
What should user checks look for?
Site users should be encouraged to spot damaged cables, cracked plugs, taped joints, loose cable entries and equipment used in conditions for which it is not suitable.
Can 230 V tools be used?
There are situations where 230 V portable tools may be used, but HSE says additional precautions are needed because of the potential severity of electric shock if the equipment or leads become damaged. Suitable RCD protection is important.
How often should construction tools be inspected?
There is no single interval for every tool. HSE’s construction guidance and HSG107 provide suggested starting points, but site conditions and previous findings should be used to review the actual frequency.
